By MyFM’s Claire Beverly – Franklin’s Prospect Street is set to re-open this morning. It’s been closed for about a week since a culvert failed and had to be completely replaced with a new 48-inch diameter pipe. The Department of Public Works says the new pipe is working as designed and got a major test with Tuesday’s storm which it withstood. Officials say if the repairs were not done, things could have been a lot worse with the 4 inches of rain that fell in less than 12 hours and melted more than 5 inches of snow pack.
