Franklin is getting a no-interest loan for $15 million to upgrade the Hayward Street water treatment plant. The Franklin Observer reports it’s from the Massachusetts Clean Water Trust through the Massachusetts Department of Environmental Protection. Last year Franklin officials said the plant had several operational and maintenance issues which were making it more expensive to run, plus some of the materials needed to run it are now obsolete and can no longer be replaced.
