MASSACHUSETTS – Governor Maura Healey has declared a state of emergency across Massachusetts to help address the cost of winter heating.
The state’s Home Energy Assistance Program, or HEAP, opened October 1st. The administration expects more than 150,000 low-income households and more than 50,000 middle-income households to access the program.
