MASSACHUSETTS – A lawsuit filed by Norfolk County Register of Deeds William P. O’Donnell has concluded with a court order requiring the promotion of two longtime Registry of Deeds employees whose appointments had been delayed since October 2025.
O’Donnell said the ruling reaffirms the Register of Deeds’ authority over Registry staffing decisions and ensures consistent application of county personnel policies. He also noted that he represented himself in the case, saying it saved taxpayers legal costs while criticizing the county’s spending on outside legal counsel.
The case marks the latest legal dispute between the Register of Deeds and Norfolk County officials over the management and operation of the Registry.
